Lucila is a Senior Project Manager, regulatory permitting specialist, and qualified biologist with over fifteen years of experience managing and preparing environmental documents, technical reports, and investigations in compliance with CEQA, NEPA, CWA, ESA, and related regulatory requirements. She has extensive experience managing complex and controversial infrastructure projects. She is well acquainted with southern California flora, fauna, and protected habitat areas. Lucila joined Stillwater in 2019 to expand our regulatory expertise and permitting team in Los Angeles. In her free time, she enjoys making arts and crafts with her daughter, going out for runs, hiking, and kayaking with friends.
